PIMMS is a network operation focussed on the exchange of best practice
information (a) between the partners
and (b) between them and their regional partners. Its objective to achieve change by empowering
regional decision-makers to extend the use of mobility management. This will be assured by the methodology,
which will achieve high levels of consistency across the project. 1. ESTABLISH a methodology for benchmarking the use of mobility management, using local sustainability indicators. This will (a) focus separately and collectively on the eight ‘domains’; (b) include a specification for reporting (to be used in steps 4-7 below); and (c) develop a
method for identifying the Critical Success Factors that have led to the high
take-up of mobility management in successful organisations 2. Use the methodology to BENCHMARK (a) partner-region actions, and (b)
known best practice examples (identified through European networks and
EU-funded projects) 3. Use the benchmarking to (a) DEVISE A PROGRAMME of ‘best-practice visits’ between partners (and, on a limited basis, to other EU regions) (b) MEASURE
THE OUTCOME of the project 4. Use the PROGRAMME OF VISITS to expose senior decision-makers to
successful examples of mobility management (and a profound understanding of the
related CSFs and their transferability).
The visits will be undertaken in three cycles, each of 8 months. IN EACH CYCLE each partner will undertake one
STUDY TOUR (6 people visiting for 2 days) and one STAFF-EXCHANGE (2 staff
visiting for 4 days). The participants
will be selected for their relevance to the issues, and not because of any
language ability: our budgets provide for interpretation if necessary. One of the six visits will be permitted
outside of the PIMMS network. 5. Use the agreed methodology to (a) REPORT the outcomes of the visits, both in the project language and others where appropriate; (b) COMPARE the different CSFs to cross-fertilise between domains; (c) place these reports on
the project and partners’ WEBSITES 6. Use the learning to prepare mobility management ACTION PLANS with
regional partners. 7. DISSEMINATE THE OUTCOMES (a) via 3 conferences in each region, (one at the end of each cycle of visits) targeted at other key decision-makers who can extend the use of mobility management in the region; (b) via an end-of-project report and conference
